2011 Gov 2.0 and Open Government Events Calendar

Tomorrow, another great Tech@State event kicks off at the State Department in Washington, D.C. In New York City, the city’s first chief digital officer, will put on the capstone on Social Media Week at an open government forum. Out in Los Angeles, people will gather at KPCC for a digital diplomacy forum. It will be a busy Friday but these three events are only a few coming up that sit in the intersection of technology, citizens and government coming up this year.

As J.D. Lasica reported in his comprehensive Socialbrite list of 2011 social media, tech marketing conferences, there won’t be a Gov 2.0 Expo. (For an explanation of why O’Reilly won’t be doing the Expo this year, visit Quora.) There will, however be many other places for people to gather, talk and learn about Gov 2.0 in 2011 — just take a look through the many Govloop event listings. For a broader selection, Socialbrite has a terrific calendar of calendar of 2011 nonprofit conferences.

There will be any number of citizen-generated unconferences around the world in 2011, where the attendees generate the program. They’ll include CityCamps, BarCamps, PodCamps or MobileCamps. Check out the CityCamp calendar to find one near you and keep an eye out for CityCamp meetups in February.

Code for America is hosting a set of “data camps” in its host cities this winter. Here’s why: “City governments have a lot of information which is useful to all of us. This ranges from maps of local parks to building footprints to real-time 911 calls. We all have an interest in our budget information, legistlative documents and other resources that we use in collective decision-making and deliberation. Not all of this information is currently available for all cities, even though much of it is public record. The “Open Data” movement is a way to work on getting information into machine-readable formats, allowing for easy publishing, sharing, and reuse. We’re hosting DataCamps in CfA’s cities this year to build communities around making city data more open and accessible to allow citizens to help cities work better. DataCamp is a event focusing on skill-building and collaborative work on city data. Why does government social media use matter to citizens?

An important role of technology journalists in the 21st century is to explain how broader trends that are changing technology, government and civic society relate to average citizens. Some have called this broader trend towards smarter, more agile government that leverage technology “Gov 2.0.” (Readers of this blog are no doubt familiar with the term.) When you dig into the topic, you can get stuck in a lot of buzzwords and jargon quickly. Most people don’t care about how a satellite gets into orbit, the release of community health data or the standards of an API for product recalls. They care quite a bit, however, about whether their GPS receiver enables them to get to a job interview, if a search engine can show them ER waiting room times and quality statistics, or if a cradle for their baby is safe. Those wonky policies can lead to better outcomes for citizens.

If you follow Mashable, you might have read about the ways that social media promotes good health or how government works better with social media.

The following stories have little to do with technology buzzwords and everything to do with impact. Following are five stories about government 2.0 that matter to citizens, with issues that literally come home to everyone.

1) The Consumer Product Safety Commission has launched a public complaints database at SaferProducts.gov. You could think of it as a Yelp for government, or simply as a place where consumers could go to see what was safe. Add that to the mobile recalls application that people can already use to see whether a product has been recalled.

2) The new Consumer Financial Protection Bureau will use technology to listen to citizens online to detect fraud. If you haven’t heard, DC has a new startup agency. That hasn’t happened in a long time. Your could think of it as Mint.gov mashed up with HealthCare.gov. The CFPB plans to use technology in a number of unprecedented ways for fraud detection, including crowdsourcing consumer complaints and trends analysis. Given how much financial fraud has affected citizens in recent years,and how much of the anger that the public holds for the bailouts of banks remains, whether this agency leveraging technology well will matter to many citizens.

3) Social data and geospatial mapping join the crisis response toolset. Historic floods in Australia caused serious damage and deaths. Government workers used next-generation technology that pulled in social media in Australia and mapped the instances using geospatial tools so that first responders could help citizens faster, more efficiently and more effectively. It’s an excellent example of how an enterprise software provider (ESRI) partnered with an open source platform (Ushahidi) to help government workers use social media to help people.

4) New geolocation app connects first responders to heart attack victims.The average citizen will never need to know what Web 2.0 or Gov 2.0 means. Tens of thousands, however, will have heart attacks every year. With a new geolocation mobile application that connects citizen first responders to heart attack victims, connected citizens trained in CPR now have a new tool to help them save lives.

Better access to information about food safety, product recalls and financial fraud will help citizens around the country. Improvements to the ability of government workers to direct help in a disastrous flood or for citizens to receive immediate help from a trained first responder in an emergency are important developments. As 2011 takes shape, the need for government to use social media well has become more important than ever. That’s why the perspective of government officials like FEMA administrator Craig Fugate matter.

“We work for the people, so why can’t they be part of the solution? “
said Fugate, speaking to delegates from the distributed chapters of Crisis Commons assembled at FEMA headquarters. “The public is a resource, not a 
liability.”

For example, Fugate said that FEMA used reporters’ tweets during Hurricane Ike for
 situational awareness. “We’ve seen mashups providing better info than
 the government.” Listening and acting upon those digital cries for help on social media during crisis could literally be a matter of life and death.

Whether government can adapt to a disrupted media landscape and the new realities of information consumption is of substantial interest to many observers, both inside and out of government. Whether government can be smarter, agile and more effective is a great interest to all.

How GIS technology and social media helped crisis response in Australia

As a new article at the O’Reilly Radar showed today, social data and geospatial mapping have joined the crisis response toolset. A new online application from geospatial mapping giant ESRI applies trend analysis to help responders to Australia’s recent floods create relevance and context from social media reporting. The Australian flood trends map shows how crowdsourced social intelligence provided by Ushahidi enables emergency social data to be integrated into crisis response in a meaningful way.

The combination of Ushahidi and ESRI in Australia shows that “formal and innovative approaches to information collection and analysis during disasters is possible,” said Patrick Meier, “and that there is an interface that can be crafted between official and non-official responses.” Meier is a research fellow at the Harvard Humanitarian Initiative and director of crisis mapping at Ushahidi and was reached via email.

Russ Johnson, ESRI’s global director for emergency response, recently spoke with the correspondent at the ESRI federal user conference in Washington, D.C. Johnson spent 32 years as a federal employee in southern California, predominantly working in the U.S. Forest Service. He was one of the pioneers who built up the FEMA incident response system, and he commanded one of the 18 teams around the nation that deploy assets in the wake of floods, fires and other disasters. At ESRI, Johnson helps the company understand the workflow and relevance of GIS for first-response operations. Our full interview is embedded below in the following video.

The world of crisis response has changed dramatically in the past several years, said Johnson. The beauty of the present historic moment is that “everybody can be a sensor,” said Johnson. “Everybody is potentially part of the network. The struggle that operators have is taking all of that free form data and trying to put into some sort of framework that makes it accurate.”

Emergency and crisis responders are faced with significant cultural barriers that have nothing to do with logging on to a website or configuring a new account, explained Johnson. “Public safety organizations are really, really resistant to change,” he said. “Technology has frightened a lot of people before social media was a new data source. It’s a new challenge that’s threatening to a lot of people. The question I pose is simple. Let’s use the first responder scenario, where you have 4-6 minutes from the time you get the call. the expectation is you’ll be on scene. Think about the possibility that before you arrive, thousands of people will have video on YouTube. They may have more situation awareness. When you arrive, you’ll be videoed, watched, and critiqued. Shouldn’t you consider that data if it can help you deploy more safely or effectively?”

Johnson said that he really likes FEMA director Fugate’s philosophy and operational mentality in that context. Fugate has emphasized that he believes the public can be a resource in crises, instead of a hindrance. The current FEMA chief is tapping social media’s potential for aiding disaster response. “There are times when agencies can’t get good intelligence,” said Johnson. “I cannot tell you how many times where we had televisions and the best information we were getting was from CNN or helicopters. There are times when it may be wrong but I’d rather have it be part of our mashup of data to help validate and inform responders.”

The technology itself has also evolved recently, said Johnson. “We used to have to have a specific person to support mission, which meant we had to drag a person trained in GIS everywhere. As the technology has evolved, and data has evolved, the tools have reached the operator and first responder level. We can now match persona, mission and task to GIS tech so that it fits them. You can get complex answers that can be generated by an operator, not a GIS geek.”

How did Haiti change the conversation?

“Everyone thought Haiti would be completely dark,” said Johnson, with all information provided by boots on the ground. In fact, social media played an important role, he said, highlighted by the efforts of Crisis Congress and others who heard those digital cries for help. Social media “brought the light on,” said Johnson, providing not just something to act on but perhaps the only thing to act on, at least initially. In subsequent crises, responders have found that crisis data, particularly when added to maps for context, can provide valuable insight long before official reports emerge.

This trend is a key issue for communities as more citizen engagement platforms emerge. “When you have a large emergency, who are the first responders? Who can get to you the most quickly? Your neighbors,” says Johnson. “if you can have a universal way to communicate to the people who can help you, that may have the only help you have. Conventionally, you think of the guys in uniforms and helmets.”

In 2011, citizens have the opportunity to shoulder more of that shared responsibility than ever.

Malamud: add bulk open government data access to Thomas.gov

Open government advocate Carl Malamud made a succinct recommendation for improving the United States House of Representatives on January 24th: “Open it up. Bulk access, developer day, an API, long-term open source model. People’s house.” Malamud linked to a letter at House.Resource.org to Representative Eric Cantor (R-VI), House Majority Leader in which he made the case for making bulk data access to bills and corollary data available to the public online through Thomas.gov:

Access to bulk data, both for the core Thomas system and for corollary databases, would have a huge and immediate effect. Hosting a developer day and making sure stakeholders are part of the long-term development will help keep the next- generation system in tune with the needs of the Congress and of the public.

As Malamud pointed out, long term plans to improve public access to the law are evolving, including the announcement that the Cornell Law Library would redesign Thomas.gov legislative/meta data models:

It’s finally official: The Library of Congress has selected us to work on a redesign of their legislative-metadata models. This sounds like really geeky stuff (and it is), but the effects for government and for citizens should be pretty big. What’s really being talked about here is (we hope) a great improvement not only in what can be retrieved from systems like THOMAS and LIS (the less-well-known internal system used by Congress itself), but also in what can be linked to and referenced. We’ll begin with a careful compilation of use cases, build functional requirements for what the data models should do, and go from there to think about prototype systems and datasets. The idea is to bring Semantic Web technology to bills, public laws, the US Code, Presidential documents, and a variety of other collections. Longtime LII friends and collaborators Diane Hillmann, John Joergensen and Rob Richards& will be working with our regular team to create the new models and systems.

Will the new GOP leadership take Malamud up on his proposal for an open developer day and bulk data? Stay tuned. As Nancy Scola wrote in techPresident that “Republicans in the House are making technology-enabled openness, transparency, and participation central to the public presentation of their core political values in a way that their Democratic counterparts never fully did.” Malamud has a track record that lends considerable credibility to his prospects: he helped to get the SEC online in 1993. More recently, “Washington’s IT guy” was able to work with the House leadership to start publishing hundreds of high-resolution videos from the House Oversight Committee hearings at House.Resource.org earlier this month.

If the new GOP leadership is serious about adopting the infrastructure to enable transparency and accountability in the House, perhaps adoption of open government data standards will be one of the enduring accomplishments of this 112th Congress.

Exploring Gov 2.0 in Madison, Wisconsin

Erik Paulson published an excellent new series on Gov 2.0 in Madison, Wisconsin today:

The citizens of Madison are a fairly tech-savvy bunch, but when it comes to technology in the civic space, we’re not as far out it the lead as we should be. I’d like us to change that, and join the list of cities developing applications as part of a Gov 2.0 movement.  This is a brief introduction, and what follows below is a three-part set of posts.

Part I focuses on some of what Gov 2.0 is, and uses Madison Metro as an example. Part II looks at how Madison is doing with Gov 2.0, and what we can be doing better. Part III looks at some specific Gov 2.0 systems that we could be building.

All three articles are excellent, and include several kind nods towards this blog and to Code for America and Civic Commons, two of the civic innovations organizations to watch in 2011.You’ll find thoughts on citizens as sensors, urban data, civic development, government as a platform, a “neighborhood API,”improving libraries, adding fibre, legislation tracking and more. CPSC to launch public complaint database at SaferProducts.gov

As reported today by the Washington Post, the Consumer Product Safety Commission will launch a public database of complaints this March at SaferProducts.gov.

The new public database of consumer complaints is mandated by Section 212 of the Consumer Product Safety Improvement Act of 2008 (CPSIA), which was signed into law by President George W. Bush. The CPSIA requires the Commission to establish and maintain a publicly accessible product safety information database that is available to the public. In the 21st Century, that means online, searchable and accessible at SaferProducts.gov.

As Lyndsey Layton points out at the Washington Post, the implementation of the database is not without controversy or political context. Manufacturing and industry groups are concerned about fictitious complaints or inaccurate claims made by competitors. Opponents of the launch of SaferProducts.gov are working against it, arguing that the public database could add additional burdens for businesses in a difficult economic environment.

The CPSC already collects reports of defective products from a wide range of sources, including consumers, health-care providers, death certificates and media accounts.But most of that information is shielded from public view. Until now, the only way for consumers to access safety complaints is to file a public-records request with the CPSC. The agency is then required by law to consult with the manufacturer before releasing information about their products, and the company can protest or sue to stop disclosure. If the agency thinks a dangerous product should be pulled from the market, it must negotiate a recall with the manufacturer, a process that can take months or years.

Under the new system, consumer complaints will be posted for any reader to find at SaferProducts.gov within 15 days after they are filed. When a consumer files a complaint under the new system, the CPSC will have 5 days to notify a manufacturer, which then has 10 days to respond to the complaint by challenging it, submitting a response or arguing that it violates a trade secret. A response would be published online with the complaint at SaferProductsgov, while the CPSC would have to decide to withhold or publish a complaint if a company asserts a false complaint.

This Tuesday, at 10:30 AM EST, the CPSC will host a webcast showing the new SaferProducts.gov report form at SaferProducts.gov/live. Visit CPSC.gov or follow the @OnSafety account at Twitter for updates on the official launch of the site.

In the meantime, consumers can continue to make use of the mobile recalls app that the federal government launched last year at USA.gov. These product recall datasets have been some of the most queried data on Data.gov over the past year, no doubt helped in part by the connected applications.

Exploring what this year will hold for the intersection of government, technology, citizens and business is a fascinating – and immense – challenge.

That is, however, precisely what I plan on doing,  here, at the Gov 2.0 section of O’Reilly RadarThe Huffington PostReadWriteWeb, National Journal, Mashable, Forbes and other outlets.

Be forewarned: there’s some jargon below, but then the organizer of the chat specifically asked for explanations. My answers and key considerations raised by several participants for the year ahead follow.

How do you define Gov 2.0? What about open government? What’s the difference? How do these relate to transparency?

What is government 2.0? Government social software expert Maxine Teller described the concept succinctly: Gov 2.0 equals “leveraging emerging tools, techs & collaboration PRINCIPLES to improve efficiency & effectiveness,” she tweeted. “Today’s tools & tech enable us to return to founding principles: government for, by & of the people.”

That’s useful, since many days it can seem like there are as many definitions for Gov 2.0 as there are people. That’s what happens when a term edges towards becoming a buzzword, particularly anything with a “2.0” added on.

Tim O’Reilly, my publisher, has explained how Gov 2.0 is all about the platform. In many ways, Gov 2.0 could be simply described as putting government in your hands.

As I’ve previously observed in writing about language, government 2.0, jargon and technology, I believe the term should be defined primarily by its utility to helping citizens or agencies solve problems, either for individuals or the commons. Defining it in gauzy paeans evangelizing world-shaking paradigm shifts from the embrace of social media by politicians isn’t helpful on that level.

That’s particularly true when politicians are using platforms to broadcast, in the model of 20th Century, not having iterative conversations that result in more agile government or participatory democracy.

Craigslist founder Craig Newmark put it another way yesterday: “Open government includes much greater gov’t transparency, that is, tell citizens what’s going on,” he tweeted. “Gov 2.0 includes gov’t and citizens working together for better customer service, more accountability.”

That melds well with O’Reilly’s perspective, where government 2.0 is the “idea of the government as platform: how can government design programs to be generative, […] building frameworks that enable people to build new services of their own.”

In a Forbes column in 2009, he’d framed this as “the opportunities inherent in harnessing a highly motivated and diverse population not just to help [politicians] get elected, but to help them do a better job.”

“Citizens are connected like never before and have the skill sets and passion to solve problems affecting them locally as well as nationally. Government information and services can be provided to citizens where and when they need it. Citizens are empowered to spark the innovation that will result in an improved approach to governance.

In this model, government is a convener and an enabler–ultimately, it is a vehicle for coordinating the collective action of citizens.

This is the right way to frame the question of “Government 2.0.” How does government itself become an open platform that allows people inside and outside government to innovate? How do you design a system in which all of the outcomes aren’t specified beforehand, but instead evolve through interactions between the technology provider and its user community?

Open government relates to that but isn’t necessarily grounded in technology, although certain aspects of it under the Obama administration absolutely have been.

As Chris Kemp, NASA’s chief technology officer for IT, put it last year, “The future of open government is allowing seamless conversations to occur between thousands of employees and people … You can’t divorce open government from technology. Technology enables the conversation and supports the conversation. We’re finding that if we don’t stand in the way of that conversation, incredible things can happen.”

If you’ve been tracking the progress of the Open Government Directive since 2009, you know that it required federal agencies to take steps to achieve key milestones in transparency, participation, and collaboration. As 2011 begins, more of those plans are still, for the most part, evolving towards implementation.

The progress of open government in the United States has beeen slowed by bureaucracy, culture, and the context of a White House balancing wars abroad and immense macroeconomic pressures, a populace deeply distrustful of many institutions,  and, at the end of 2010, the emergence and disruption presented by the more “radical openness” of Wikileaks.

It was clear back in September that in the United States, open government is still very much in its beta period. It was in that context, that, in December, the White House made a new, ambitious request of the American people: help them to design digital democracy by creating a platform for expert consultation on policy.

In doing so, the architects of initiative embraced the notion government acting as a convener or collaborator, trying to co-create better policy or outcomes. By its nature, such open government platforms are expressed as top down, where officials work to create more participatory, collaborative model of governance.

Gov 2.0, by contrast, is more often conceived as expressly technology driven, founded in the platform principles of Web 2.0, and buoyed by the efforts of citizens and civic entrepreneurs to build “do-it-ourselves” government. Both Gov 2.0 and open government can and do increase transparency.

Consider this detail from a webcast, “What is Gov 2.0?,” which combines open government and Gov 2.0 in action:

“The first person who really put Gov 2.0 on my radar was Carl Malamud. Carl is really the father of this movement in so many ways. Back in 1993, that’s pretty darn early in the history of the World Wide Web, he put the SEC online.He got a small planning grant from the  National Science Foundation, which he used to actually license the data, which at that point the SEC was licensing to big companies.

He got some servers from Eric Schmidt, who was the chief technology at Sun. And he basically put all this data he’d gotten from the SEC online, and he operated that for something like two years, and then he donated it to the federal government. Carl’s idea was that it really mattered for the public to have access to SEC data.”

In that moment, citizens in the private sector helped government do something it had trouble accomplishing. That’s still happening today, as evidenced by Malamud’s work on Law.gov and House.Resources.org.

What is the relationship between Gov 2.0, open government, and social media? How do tools go beyond Twitter, Facebook, etc.?

Ben Berkowitz, the founder of SeeClickFix, put it this way yesterday in a tweet: “Don’t just use social web platforms to communicate, restructure government to operate like a social platform.”

To extend that, and reiterate elements of the earlier answer, Gov 2.0 is a frame to rethink how citizens to participate in government using technology. Open government has been around for decades as both a philosophy and a practice.

Awareness of the concept was rebooted under the White House Open Government Initiative and new Gov 2.0 technologies and events, including numerous camps and the O’Reilly conferences in Washington.

Open government also relates to Federal Register 2.0, rules, passage of new legislation, and culture, a key aspect that requires change management that extends far beyond technology:

Social media is a key element of many emerging citizen engagement platforms. These platforms give citizens new voices and provides new channels for government workers and elected officials to to talk with them. Aides for the new Speaker of the House, John Boehner, say that he reads Facebook and constituents, as do many of his colleagues in Congress. While Facebook is an imperfect platform for government engagement, with respect to privacy or identity issues, given the hundreds of millions of users and global reach, elected officials have effectively been forced to at least pay attention to what is being said about them there. Some politicians, like former Alaska governor Sarah Palin, are shaping the national media conversation through Facebook and other media channels.

Social media, however, goes far beyond giving politicians or workers new platforms to broadcast, though that has been the approach for many first use cases. In 2011, for instance, Twitter is now home to emergency social data, including earthquake warning systems, crowdsourced weather alerts and other disaster-related information.

That’s why social media and FEMA now mix, among other reasons. Deciding to use these platforms creates complex decisions around terms of service and commercial speech, however, since civic discourse is being hosted by a third party. Those issues won’t go away in 2011.

Enterprise versions of these tools also provide the means for government to government communications, just as they do in businesses. That includes blogs, wikis, social networks, video or new forms of social media. For instance, ediplomacy at the State Department is doing behind firewall is in many ways at least as interesting as external social media use.

What should the goals of Gov 2.0 and open government be? How are you working toward those ends?

What changes will 2011 bring in the Gov 2.0 or open government arena?

Open government will move more from theory to practice in 2011.

Certain policies, like net neutrality, will test open government goals in 2011.

In 2011, the growth of edemocracy platforms *abroad* will be fascinating.

The themes that made 2010 a huge year for Gov 2.0 will continue to matter:

Wikileaks will impact open government in the United States in 2011, as t affects “need to know” vs. “need to share.”

There will be both positive and negative outcomes from that emergence.

What are the obstacles and challenges to success with Gov 2.0 and open government?

Gov 2.0 advocate and San Francisco public servant Adriel Hampton identified a key issue here: “Education. Negative perception of gov still huge, citizens unaware of gov 2. efforts, excited when informed,” he tweeted.

Privacy and identity will be a huge issue for Gov 2.0 and open government in 2011. Follow the FTC Do No Track debate for more there.

There will be significant challenges around open government data, given the role controlling costs will play in 2011.

Another point made about accepting failures came from Newmark: “lots of Gov 2.0 open gov challenges, including normal big organizational inertia. Also, failure is stigmatized.” A more agile government would require tolerating mistakes and iterating faster based upon the lessons learned.

Government social media consultant Maxine Teller raised another angle: “Challenge is: what incentive do existing gov leaders have to embrace collaborative principles. Current system=self-perpetuating,” she tweeted. “Too much focus has been on citizen engagement. Need more on enterprise 2.0 — INSIDE government.” That goes back to the work at the State Department referenced earlier.For context on that challenge, read MIT professor Andrew Mcafee‘s piece on Gov 2.0 vs the beast of bureaucracy.

A final consideration is an open question: will open government be able to tap into the “civic surplus” to solve big problems. That’s Clay Shirky‘s “cognitive surplus,” applied to citizens and government. For open government to succeed, conveners need to get citizens to participate.  That won’t be easy, with historic frustration and lack of trust in institutions in many parts of the country.

What seem to be the biggest misperceptions in the public re: Gov 2.0 or open government? What should the public know?

For me, that’s easy: That Gov2.0 equals = social media. Many members of the media, marketers or consultants have further entrenched that perception, which is not true for Web 2.0 either.

There’s also a misperception that Gov 2.0 is all about D.C., or the White House. The state and local stories of Gov 2.0 are absolutely fascinating, as are international stories.

The public should know about Challenge.gov and the potential for everyone to work on huge issues using crowdsourcing and open government.

What takeaways do you have from the 01.05 edition of #SMfastfwd on Gov 2.0, open government and social media?

The conversation pulled in many informed voices but clearly showed the need to extend much further to resonate with the public. We “need to mainstream the discussion by focusing on impact of Gov 2.0 concepts on agency, community missions,” tweeted Teller.

The “sweeping Gov 2.0 concept isn’t newsworthy,” tweeted Teller. We “need to show RESULTS and impact of Gov 2.0 principles on gov MISSIONS.”

It’s substantially hard to argue with that assessment, although some tech news outlets have covered it. That’s why the Veterans Administration’s Blue Button is a genuinely big deal. Newsworthy, real impact.

So here’s my goal for 2011: explain what Gov 2.0 means for citizens, how it’s impacting agencies, communities, relates to mission and outcomes, and do so in outlets that extend awareness beyond Twitter or blogs. The good news is that other outlets are waking up, as legislation and initiatives move through Congress and pilots: the Washington Post covered the COMPETES Act and Challenge.gov recently.

Themes to watch in 2011: E-democracy in Brazil

As Nat Torkington put it this morning at O’Reilly Radar, “people who consider tech trends without considering social trends are betting on the atom bomb without considering the Summer of Love.” Torkington was annotating a link to 2011 predictions and prognostications at venture capitalist Fred Wilson’s blog which center on the following presentation that Paul Kedrosky sent him from JWT, a marketing agency.

JWT’s thirteenth prediction will be of particular interest to readers of this blog: “Brazil as E-Leader.”

This digitally savvy, economically vibrant country will prove to be an e-leader. Social media is more popular here than in developed markets, and Brazil has the highest Twitter penetration (23 percent, as of October ComScore figures). PC penetration has reached 32 percent, and many Internet cafes further broaden access. Mobile subscriptions have 86% penetration. Already Brazil is ahead in electronic democracy (with innovations like online town halls and crowd-sourced legislative consulting), and its 2010 census was paperless, conducted electronically.

There are many other themes that will matter to the Gov 2.0 world in 2011 in there, including smart infrastructure investment, scanning everything, home energy monitors, and mHealth. Heck, seemingly mobile everything. Of course, as Mike Loukelides pointed out in his own watchlist of 2011 themes to track, “you don’t get any points for predicting ‘Mobile is going to be big in 2011.'” He thinks that Hadoop, real-time data, the rise of the GPU, the return of P2P, social ubiquity and a new definition for privacy will all play important roles in 2011. Good bets.

JWT does get points for this set of trends, however, and that prediction about e-democracy in Brazil strikes me as apt. Last year at the International Open Government Data Conference, I met Cristiano Ferri Faria, project manager in e-democracy and legislative intelligence at the Brazilian House of Representatives. Faria talked about his work on e-Democracia, a major electronic lawmaking program in Brazil since 2008. As the 112th United States House of Representatives goes back to work today, there are definitely a few things its legislators, aides and staffers might learn from far south of the border. One caution: Faria concluded that “this kind of practice is too complex” and that e-Democracia “needs a long-term approach.”

Looks like they’re still in an e-government in beta down there too.
