Model local open government initiative gains traction in Cook County. Who’s next?

The news that Cook County took the model open government directive drafted earlier this year into account in making their own open government policy was a real validation of the hard work of everyone involved at CityCamp Colorado and thereafter.

Belated congratulations to all involved. Like Nick Clark Judd, I think Cook County was the first municipality to adopt the framework.

Last night, it struck me that there’s quite a bit in common with the open government recommendations that councilman-at-large Bill Green recently advanced in Philadelphia.

It will be interesting to see if the model open government directive is adopted by newly elected South Orange Village mayor Alex Torpey, a new media consultant who ran on an open government and technology platform. Chicago mayor-elect Rahm Emanuel, by way of contrast, appears to have drafted an open government transition plan without any such directive, although it does include key principles of open data and transparency.

If anyone hears of other cities adopting the model local open government framework, please do share.

Architecting a city as a platform [VIDEO]

The 21st century metropolis can be a platform for citizens, government and business to build upon. The vision of New York City as a data platform has been getting some traction of late as the Big Apple’s first chief digital officer, Rachel Sterne, makes the rounds on the conference circuit. In the video below, Sterne gives a talk the recent PSFK Conference where she highlights various digital initiatives that NYC has rolled out.

During her talk, Sterne talks about “The Daily Pothole,” how NYC is tumbling, QR code technology on building permits, a NYC 311 app and using Twitter, amongst other themes.

Britain seeks alpha

In the United States, government agencies like the FCC have launched open government websites in beta. In the United Kingdom, the United Kingdom is rolling back one more version and seeking alpha.

Alpha.gov 404 error page

Alpha.gov.uk is an experimental prototype of a new, single website for government in the United Kingdom that the Government Digital Service developed over the course of three months, working from the recommendations of Martha Lane-Fox’s Review. That service is located within the UK Cabinet Office. As its designers emphasize, “the site is a demonstration, and whilst it’s public it’s not permanent and is not replacing any other website.” (The hilarious 404 graphic above was designed by Matt Blease.)

There are some interesting semantics to consider here. In software development, “alpha” refers to the initial release in a software development cycle. In machine learning, alpha is “the degree to which a learning agent takes into account new information.”

In either sense, a government seeking alpha in rebooting its online presence is both taking risks and revisiting what government websites should do in the 21st century. The trial of Alpha.gov.uk offers a toolkit of simple, reusable functions that are oriented around the most common needs that citizens go online to address, like lost passports.

To date, the British plan to reinvent websites has received good press, including an excellent post what Alpha.gov gets right. One notable choice in age of austere budgets: going with an open source platform and using next generation web development tools and languages, including a mix of Ruby and Python. Says Wired UK:

This isn’t the first time that the government has experimented with creating a single site for all departments. From URL directories to public service hubs, sites like direct.gov.uk have often tried to shove the whole shebang into one, hulking site with varying degrees of success.

But Alpha.gov.uk’s daring design, 21st century architecture and expansive ambitions (the content can be easily syndicated to new internet platforms, like apps or IPTV),  could be the way forward.

The Alpha.gov team continues to share more about how Alpha.gov was developed at the project blog, encouraging citizens to play with the prototype and send feedback to Get Satisfaction or to @AlphaGov on Twitter or Facebook.

Opening Chicago: In Year One, Open311 and ‘Apps for Metro Chicago’ will launch

Mayor-elect Rahm Emanuel released his final 2011 transition plan for Chicago today. Emanuel encouraged his followers on Twitter to visit Chicago2011.org to read a copy of the report (embedded below or downloadable as a PDF) and “share your thoughts” on it.

5. Set high standards for open, participatory government to involve all Chicagoans

Why do this? Without access toinformation, Chicagoans cannoteffectively find services, build businesses, or understand how well City government is performing and hold it accountable for results. How will we do this? The City will pos ton-line and in easy-to-use formats the information that Chicagoans need most. For example, complete budget documents – currently only retrievable as massive PDF documents –will be available in straightforward and searchable formats.

The City’s web site will allow anyone to track and find information on lobbyists and what they are lobbying for as well as which government officials they have lobbied.The City will out-perform the requirements of the Freedom of Information Act and publicly report delays and denials in providing access to public records.The City will also place on-line information about permitting, zoning,and business licenses, including status of applications and requests. And Chicagoans will be asked to participate in Open311, an easy and transparent means for all residents to submit and monitor service requests, such as potholes and broken street lights. Chicagoans will be invited to develop
their own “apps” to interpret and use City data in ways that most help the public.

What will be different?

100 Days: A searchable version of the City budget will be posted on-line, after a full review to ensure that its presentation is clear and easy to understand.

Year 1: Open311 and “Apps for Metro Chicago” will launch. Also a broad spectrum of new information will be made available to residents and business owners to enable them to track lobbying activity, as well as status of permits, licenses, and zoning change requests. Starting with the 2012budget, the budget document will be reformed, simplified, and tied to performance.

It should be an interesting first 100 days. The plan balanced good government, with transparency and accountability driven through technology, with an open innovation approach that embraces Open311 and a focus on open data.

Nick Clark Judd wrote up Mayor-elect Emanuel’s promises to open the #$%@ing government over at techPresident, observing that “Emanuel’s transition team also recommends consolidating city infrastructure — IT, vehicle fleets, et cetera — and collaborate with nonprofits and Cook County, the county that encompasses Chicago, to provide some services. This means the City of Chicago might stop providing some services, directing people to nonprofits or the county instead.”

Gov 2.0 gets applied in Oklahoma [#Gov20a]

In the Gov 2.0a conference going on today and tomorrow in Oklahoma, the “a” stands for “applied,” as in implementing technology, processes and people strategy to make government work better. There should be some video going up later, along with pictures from Adriel Hampton and a blog post or three from from the attendees. Until that goes online, the tweetstream has told the best tale of what’s been happening at the conference. I used Storify to chronicle the story online.

Open Government Camp: Sunlight’s tools for transparency

So this one time, at Transparency Camp

I’m still thinking through all of the things I learned at the Sunlight Foundation’s annual unconference last weekend. My top level takeaway was the large number of international campers solidified that transparency has gone global. At an operational level, I thought that the Sunlight Foundation used the combination of Internet and mobile technology to organize better than any of the previous unconferences I’ve attended. They raised the bar for interactivity with a new mobile app, integrated displays and livestreaming.

Putting the tools together to bring off a big camp is a lot harder than listing them, but by sharing the tools for transparency that the organizers used, Scott Stadum did the open government community a mitzvah. While that mobile app required development time and expertise, the vast majority of these tools are free on the Web.

Here’s a quick rundown of the tools that were used during Transparency Camp 2011:

Stadum did forget one tool, even as he used it: the Sunlight Foundation’s blog.

From where I sit, a well designed and maintained blog continues to be extremely useful as the hub for organizing, particularly in a Web application ecosystem that supports the kind of diversity in platforms listed above. Sunlight does a great job with that, and in using it as a platform to track news that matter, like open government data.

NYC deputy major Stephen Goldsmith on urban innovation in the Big Apple

I spoke with New York City deputy Mayor Steven Goldsmith (@s_goldsmith) about citizensourcing smarter government in New York City earlier this year. The following interview with CSPAN is worth watching for those interested in further insight into his perspective on urban governance in the 21st century.

Simpl tries to make connecting innovation to local government easier

There’s a new platform to bridge the connection between social innovators and government. Simpl, a joint project between FutureGov and Rock Creek Strategic Marketing, is short for “Social Innovation Marketplace.” As of last Friday, are Simpl is open for ideas in both the United Kingdom and United States.

For now, this open government startup is bootstrapping and focused on local government. “We’ll be exploring a bunch of avenues over the coming months, but for certain we see cities as important and the local as being the right level for being able to support this kind of action,” said co-founder Dominic Campbell. “That’s why we’re launching it with Code for America.” Craiglist founder Craig Newmark described the “social innovation speed dating” that’s set to take place in San Francisco tonight in more detail, for those interested in learning more or attending.

“We are committed to helping government embrace social innovation, handing over power to citizens,” said Campbell. “We see Simpl as a key tool to support the work we do with city governments to open up, connect and innovate.” His presentation from last year’s Open Cities Conference in the UK, embedded below, offers some more insight on that vision.

Campbell offered more insight into what Simpl is all about in a brief interview.

What is Simpl all about?

DC: It’s not about competition, it’s not (really) about money. It’s about peer to peer support and collaboration putting social innovator in touch with government. Not top down, not predetermined parameters by government – but instead gives people the opportunity to say, “Hey, this is a great idea I’m working on to fix a problem that you probably didn’t even know existed. How about you help me make it happen?” It’s mostly aimed at government but much wider. It’s more about meeting a social need as defined by the people who have that need and know what they need to make it happen. That’s often access to people in power more than money, or some borrowed skills, etc. It builds on the challenge model and says, “Hey, perhaps government doesn’t know the problems, so how can it set challenges to meet them? Who better than to define the problem/challenge/wish the person on the receiving end?”

What makes Simpl different from other platforms?

The competitive differentiator is that it is entirely agnostic. It’s about bringing people together, whoever they are, whether in government or out of government, to identify and solve challenges, meeting their own goals with or without the help of government. Frankly, Scott, me, Carrie, and most people we know have more ideas than time to make them happen so this is a vehicle to made that happen.

Why does Simpl matter to citizens?

The key is that this is all about the average citizen. They are the captive audience. They are the people on the site shaping the site from the start. Government is a key partner. That’s something we’ll be working very hard to do to connect our good government (and more than government) network into the ideas to help elevate them and help them meet their goals.

What’s else is ahead?

There’s tech development, in response to a number of requests we’ve already had for people wanting to use our matching software. We’re considering the possibility of adding some paid-for features over time. But all the functionality you see today will remain free.

A movement to spur innovation and participation in government

This past weekend, Syracuse MPA grad student Pat Fiorenza spoke about Gov 2.0 at the We Live NY Conference in upstate New York. In a wrap up posted after the conference, Fiorenza touched of what people think about when they hear “Gov 2.0,” including:

Fiorenza’s recap of his Gov 2.0 presentation also describes both why the idea is important to him and why it’s important to people who aren’t developers.

“Gov 2.0 extends beyond a great programmer – I’ve noticed that when I talk to some people about Gov 2.0 they immediately associate me as a geeky-computer programming-MPA student (only 2 of the 3!). I’ve developed a passion for Gov 2.0 because it holds so much potential for government. It’s about getting access to data and information immediately, improving constituent services, crowd sourcing information, and empowering citizens. Gov 2.0 requires someone to identify an existing problem and conceptualize a solution – then someone to run with the idea and develop the program, with a lot of collaboration in between.”

Fiorenza also pointed the way to Remy DeCausemaker (@remy_d, a “resident hacktivist and storyteller” at the Rochester Institute for Technology’s Lab for Technological Literacy, who also presented on Gov 2.0 at the conference.

DeCausemaker works on FOSS at RIT and CIVX, an open source public information system for raw data. His presentation (PDF) on open government and open data will be of interest to many people in the Gov 2.0 community.

Making open government data visualizations that matter

Every month, more open government data is available online. Local governments are becoming data suppliers. Open healthcare data is spurring better decisions. There’s a tremendous amount of activity in open data – but there’s a long road ahead for open government. At the SXSW Interactive Festival in Austin, Texas, Jeremiah Akin and Michael Castellon made a case for “why visualizing government data makes taxpayers happy.”

The expectation of transparency is creating demand for government agencies to develop new ways to communicate complex data and trends to the public in easy-to-access and easy-to-understand formats.

Some agencies are turning to Google Maps and KML data to visualize raw information online and on mobile devices. Delivering data in more easily understandable formats not only boosts trust and confidence between government agencies and their publics, but also streamlines workloads among Data, Web, Editorial, and Customer Service teams.

The two men talked about how the Texas Comptroller is using public-facing maps to communicate with the public, including to the rapidly increasing numbers of citizens accessing government websites from mobile devices.

The utility of open government data can be quite concrete, as when live tsunami data is used to help save lives. It can also help people to understand more about the virtual lines in their towns and cities. In Texas, ClaimItTexas.org shows unclaimed property in Lone Star State.

Mobile transparency

The Texas Transparency Map is also available for touchscreen mobile devices and for tablets. That’s no accident: Akin said that mobile traffic to the site up four-fold since lat year.

“We’re seeing a lot more mobile access,” he said. “If we want to make it available on multiple devices, we need to create in a way that can be displayed.” That insight is a crucial one, and reverberates far beyond the government sphere. By choosing to develop non-native Web applications written in HTML5, Javascript and JSON, this cohort of Texas government avoided “Shiny App Syndrome.” Next steps include support for street level detail, Google Fusion tables, and geolocation.

Putting open government data to work

“Open government data has been used for a long time,” said Akin, citing the use of census data in newspapers. A new class of new media journalism is putting data to use in innovative ways, pointed out Castellon. “The Texas Tribune is one of the leaders in data visualization,” he said, which helps citizens to make sense of government data.

The key here, emphasized Akin, is that is not just enough to simply dump data. You need ways to visualize it and make it meaningful as information. “There’s a lot of resistance – people have been there, and that’s not how they’ve done things,” he said. “If you make a visualization that makes someone’s job easier pretty soon they start coming back to you.

With better data visualizations and more information, Castellon posited that more problem solving can take place. “When you release data, especiallly with science, education or research, there are stories embedded in that data,” he said.

In this narrative, it’s up to governments to release better, clean data in consumable formats and the evolving art of data journalism to make stories from it that give citizens, businesses and elected officials insight into the complexities of modern life.
